12. The Minister, in such capacity or as Attorney General, may authorize the Solicitor General generally or specially to sign in that capacity any document which, under any act of the Legislature, must be signed by the Minister or by the Attorney General; any document so signed by the Solicitor General under such authorization shall have the same validity as if it had been signed by the Minister or the Attorney General.
